What I know about automobiles is whatever was necessary to pass the writing and driving test at the Department of Motor Vehicles. This is absolutely useless when purchasing a vehicle, of which the only requirement I have is to own one that is somewhat shiny. Abandoning an animal on the highway is a crime punishable by a fine of $1000 or confinement in a county jail for up to six months, which seems like a less severe consequence than driving off of a lot in a car with no brakes.
